In the morning of December 18th, Jiangnan university, China Food Safety Daily and Foshan university focused on the theme of "new era, new demand and new journey", and held a symposium on food safety risk governance research in Beijing. It has issued “2016 China food security situation research report”, “2016 Food Safety Network Public Opinion Research Report”, “2016 China aquatic product quality and safety status report”, “The research report of the major data on food safety events in the mainstream online public opinion in 2016”, “Research Report on the risk management system of food safety and the modernization of governance ability” and other series of research results.
Liu Zhaobin, the former chief engineer of the AQSIQ and the president of China Quality Wanli Promotion Association, Zhu Changxue, China Food Safety Daily President and editor-in-chief, attended the meeting and delivered speeches. The scholars from food safety risk management institute of Jiangnan university, Southern China food safety research and development center of Foshan university, Shandong province food safety research center of Qufu Normal University, Zhoushan marine research center of Zhejiang university, and new media such as China Daily, Guangming Daily, Economic Daily, CCTV and other more than 50 domestic and foreign news media attended the research forum. The forum was chaired by professor Wu Linhai, the chief expert of food safety risk management institute of Jiangnan university.
“2016 China food security situation research report” pointed out that in 2016, main edible agricultural products, food production and market supply basically meet the domestic growing market demand in China. In 2016, the overall sampling rate of agricultural product quality in China was 97.5 percent, up 0.4 percentage points from 2015. Since the first announcement of the overall standard rate of routine monitoring of edible agricultural products in 2012, it has been maintained over 96% for 5 years in a row. In 2016, the total pass rate of national food quality and safety inspection was 96.8%, which was unchanged from 2015. The total pass rate of food inspection and sampling has increased from 77.9% in 2006 to 96.8% in 2016, and has remained at over 95% since 2010. The report also pointed out that at the present stage of China's edible agricultural products safety risk is accumulated to produce a variety of contradictions caused by the long implementation of the agricultural production and the extensive industrialization strategy in the process of soil pollution and pesticide such as excessive use of chemical inputs is the main factor affecting the risk of food quality and safety of agricultural products from the source on. The main risks of food safety lie in over range, over limit use of food additives, microbial contamination, quality indicators not in line with standards, heavy metal pollution, pesticide residues, veterinary drug residues, and biotoxin contamination.
“The research report of the major data on food safety events in the mainstream online public opinion in 2016” is a special research conducted by the research team using the big data mining tool, focusing on the food safety incidents reported in the mainstream Internet public opinion in 2016. The research shows that in 2016, the number of food safety incidents in China was significantly lower than that in 2015, but it is still in a relatively high incidence. Food safety incidents mainly concentrated in the liquor, meat and meat products, vegetables and vegetable products, aquatic products and aquatic products, fruit and fruit products in five categories, and occurs mainly in food production and processing sectors (66.91%), followed by consumption, circulation and production chain of primary agricultural products. Food safety incidents caused by illegal use of food additives, production or operation of fake and shoddy products, the use of expired raw materials or the sale of expired products accounted for 66.18%.
“2016 Food Safety Network Public Opinion Research Report” points out that the food safety network has become an effective platform for public participation in the risk management of food safety. Survey shows that the majority of respondents believe that the food security situation has been improved, and there is a higher willingness to participate in food safety risk management. However, Internet users are not able to identify the authenticity of food safety networks and are even more concerned on negative public opinion information. In order to promote the healthy and orderly development of the public opinion of the food safety network, it is suggested that the law of the evolution of the food safety network public opinion and the strategy of supervision and guidance should be deeply discussed.
“Research Report on the risk management system of food safety and the modernization of governance ability” pointed out that since the 18th CPC National Congress, the CPC Central Committee with General Secretary Xi Jinping as the core has made a series of institutional arrangements for the modernization of the food safety risk management system and governance capacity, "Healthy China" and "Food Safety Strategy" have risen to the national strategy and have basically completed the top-level design of the food safety risk management system. To effectively meet the new needs of the people for food safety has become a major livelihood project of party and government in the new era. With the continuous improvement of the rule of law system for food safety and the promulgation and implementation of the new Food Safety Law, all levels of administrative authorities and the judicial authorities have worked together to punish food safety violations through various effective channels and have achieved remarkable results. The reform of the government food safety supervision system was carried out in an orderly manner. A unified food and drug safety regulatory system was initially formed, but many problems still remained. Social co-governance has been legally established as the basic principle of food safety risks. The single-center model of "one-legged walk" by the government is gradually changing. The social co-governance pattern of food safety risks is taking shape. But at this stage the path and the role of social organizations and public participation in the governance of food safety play is relatively limited, we must deepen reform step by step.
